I spoke with IT today and they told me that this link becomes available once you have received an email from one of the staff.

Welcome to the Tour! We are very excited that you will be joining us for this amazing adventure next year. Once you return to school next term, the tour staff will contact you via this link and arrange for you all to meet and commence getting to know one another and preparing for the tour.
